John,
I think your adjusters may just be tight or rusty. Do they move at
all? Have you tried turning them both directions? A squirt of
penetrating oil ONLY ON THE ADJUSTERS may help. WD-40 is not
penetrating oil!
As you have new hoses, I suspect that maybe you have something
mechanical installed bass ackwards or out of place? Try removing a
bleeder or hose to insure it's not a fluid issue (should be no
pressure in the lines). Then see if you can get your drums off. Look
to see that the emergency brake bar ("H" shaped piece) did not drop
down to wedge in the shoe. Do you have your shoes installed properly?
