What a pain ! I know there was talk of doing that, for those that don't know the BBC is not funded by advertising, everyone in the UK with a TV pays about $200 a year for a licence to watch it so there was talk of stopping "non licence payers" viewing content - although of course I will now have the same problem when I'm next in the States which will be very cross making grrrrrrr.
Anyway - two ways around that - if you can find a UK based proxy server (try google) that should confuse it enough to work, alternatively you can download it from www.finalgear.com although it is normally in Torrent format so will need a bit of fiddling if you haven't done it before. I'm told the version on Discovery is just edited highlights - you really want the "full fat" directors cut.
Finally, for issues with the language, use http://www.effingpot.combest source for US - UKtranslation.
