You would generally be mounting a mirror on top ofthe front fender or door at a point well above the waterline. By the time you have significant water coming in at the mirror you have bigger problems to be worying about? Almost any mirror will have a mounting plate ofrubber, plastic, or something similar to keep water out and, more importantly, to protect the paint.
