Hi Mike,
I'm sure each state varies immensely. Here in CA the DMV has a very nice web
site containing rules, regs and forms for vehicles and boats. Forms
for duplicate title and statement of facts sounds like what you need. A vehicle
inspection would be necessary here. Could be done by a police
officer if the car cannot be driven to the DMV. I've learned that the key
phrase to register an Amphicar here is "dual" registration. I'd say it's
also a requirement to bring in pictures of an Amphi in the water. Maybe, just
maybe, they will then understand what you're talking about. Of
course, you're in GA, your mileage may vary.
