Rules about boat registration -

I'm working on a Amphicar registration problem. In my state a boat
registration was not needed for an Amphicar as long as there was a
current auto registration. That changed this week when Deiter Harre
and I got into a little trouble putting our cars in a small North
Carolina lake. I am planning to call the North Carolina Wildlife
Resources Commission and press the case a little. But before I do, I
would like to get some information on what other states require. Please
email me if your state does not require an Amphicar to be registered as
a boat.

Good Morning Arnold and Everybody,
I ran into problems when I decided bid on ebay. I went to Maryland DNR in Annapolis about paying taxes on the boat half. OUCH..... they told me that I need a title for the boat and it would be based on the sale of the Amphi. The lady said that it isn't like having a boat and trailer. Maryland Motor Vehicle told me much of the same. My question as I would still love to have an Amphi here in Denton, Md., how do you get 2 titles without paying 100% tax to DNR and Md. DMV?

When I registered in PA, I first titled it as a motor vehicle. When I went to register it as a boat I ran into similar confusion. All I did was called someone at DMV, I provided proof that tax had been paid already and that was all they needed.

I had a similar problem here in PA as they too wanted sales tax on
both a car and a boat, and no boat registration without proof of
paying the boat sales tax. And no car registration without paying the
vehicle sales tax.
Knowing that this would be a situation that I will probably have to
explain over and over to many as I tried to secure these
registrations I went on the PA fish and boat commissions website and
saw who the top dog was along with his email address. Send him an
email and he responded in a very timely manner. He knew of the
Amphicar and agreed is was an unusual situation trying to obtain two
registrations while only paying one vehicle sales tax.
He stated in a email that in this case the sales tax on the boat
portion would not apply since it was already paid on the vehicle. He
told me how to fill out the boat form for non applicable for sales
tax and I simply printed out the email and sent it along with both
applications and all went through fine.

You asked to be e-mailed if we lived in a state that did not require an Amphicar to be registered as a boat. Well, as you are aware, being in Florida, our Amphicars dorequire dual registration which is a frequent topic of conversation when people see our Coast Guard numbers on the fenders. We must comply with all the Coast Guard regs that apply to a similar sized motorized gasoline powered "vessel." These include the flame arrestor on the carb, bilge blower, life preservers of course, an anchor, paddle, flares, horn and proper navigation lights. I guess it is a bit surprising that North Carolina has not addressed this before now. A while back, I wastold by an older attorney to whom I gave a ride at Mount Dorathat Florida recognized "Antigue Vessels" and that I should look into it. My first efforts ran into wall of non-comprehension as nobody seemed to know what I was talking about. Finally, I secured the appropriate paperwork and forwarded it to the proper agency in our capital of Tallahassee and lo and behold, instead of the normal $20-25 that I had been paying for the annual boat registration, it is now $4.25. We still have to pay the antique automobile registration of $21.10. I have a valid Coast Guard 100 ton Charter Captain's license which is a slight overkill for my little Amphi, the "Split Personality,"but it is fun to reassure any worried passengers that they are likely to survive the voyage !
I'll be curious to see how your situation gets resolved.

Here in Colorado, it is easy. We only title the trailer and not the boat (I find that odd because the value is in the boat.) Boat reg is $18 and all they wanted to know was fuel, hull length and material. So my boat reg says it's a 14' Steel hull, in-board gas powered boat. I did not mention it's automotive side to the boat people and did not mention it's aquadic side to the car people. They all know of me now!
The 1st time at a local state park lake, the lady at the booth just kept repeating "This is highly unusual... This is highly unusual..." and she had to call her supervisor for advice. She did not know how to charge me for a boat w/o a parking pass for the trailer. The state parks I use here now have provisions for my Amphi. Now, most of the time they just wave me by and smile.
Some states are just easier than others.

When I acquired my Amphicar, it had Florida registration. Exactly how the previous owner acquired the dual registration, I do not know, as he had boughtthe vehiclein New Hampshire. The first year or two I got nowhere in trying to get the Coast Guard registration with out a separate title, so I took the easy way out and registered it in the previous owner's name. This was easy becauseI was just getting "renewals." Then I pressed the matter and managed to transfer the title of the "car" into my name and somehow got a Boat registration. At the time I didn't know how it was done, but I was satisfied that I had presumably accomplished my objective. The next year, I had no trouble renewing the car registration, but evidently, the nitwit who took car of me the previous year had assigned the Boat Registration to some fictitious person with a Spanish name at my address. When they brought up the boat registration number on the computer, of course there was no such owner.That was when I discovered there had been some chicanery and so I pushed on until someone looked up the right regulation and I ended up with the Boat registration in my name.
I agree, this subject would probably make a somewhat interestingstory with maybe some hilarious side storiesforour newsletter.Vic Nelson

A few miles from the house in the middle of the river we have "City
Island" of which has the only boat ramp. Parking a vehicle or boat
trailer in the lot is $3. I obviously do neither. When I pull up and
tell them I won't be needing a parking spot I get a strange gaze from
the attendant. If he insists I tell him I'll be parking in the river
of which they eventually let me pass.
Three years ago after buying Amphi we were returning home from a
river outing at City Island and were listening to the radio when it
was announced that a car was spotted in the river, imagine that!

These types of "baffle the authority figure" stories should be
written up and have a spot in the club newsletter. This is really
good stuff.... or maybe I just have a problem with authority figures.

This won't help you, Arnold. In Washington state, any posered vessel over 14' must be registered. The good news is that it is only $16. (at least for a 14 footer) plus a $3. "service" fee. They handle the vehicle portion separately. --Larry
