Hi Steve,
It sounds like one of the relays has welded its contacts together. Pull
the caps off both relays and use a contact file on the contacts to clean
them up and smooth them. This should take care of the problem. The
system isn't too complex and it's nice to keep the cars intact whenever
it's reasonable to do.
